The Restaurant Briefcase Locked Cache can be found inside the Exhibit building to the East of Vondel. Head up to the top of the building and enter the room at the very top. This is a fancy restaurant, on the table overlooking the city you will find a silver briefcase, this is the Restaurant Briefcase.
